The Capital of Culture project we are presenting is not limited to the capital, Cáceres, but encompasses a transformation of the entire region, extending throughout Extremadura and even beyond. Cáceres 2031 extends throughout Europe through Mediterranean and Atlantic alliances that are already underway.
Cáceres and Extremadura may seem like peripheral regions, but the truth is they are at the center of Europe’s major challenges: demographic decline, sustainability, balance between tradition and innovation, education, and peacebuilding. From this periphery open to the world, Cáceres 2031 proposes to Europe a new paradigm based on culture as shared transit, as a living system of common belonging, capable of guiding toward a sustainable, inclusive, dialogic, and democratic future.
Transcultura is the concept that articulates this project (which is now also yours). From the Latin trans- (meaning “to go beyond”), transcultura invites us to cross borders and disciplines, to transform collectively. Its roots lie in transhumance, which is an Intangible Cultural Heritage of Humanity, and which for centuries has united territories and cultures through movement and care.

Our values
Cáceres 2031 proposes a culture that does not build walls, but opens paths and builds bridges. Cáceres wants to be European Capital of Culture 2031, not as a one-year event, but as a living process of shared transformation. A process articulated through three axes:

To unite towns and cities in a common ecosystem. Through our project, culture serves to help overcome situations that have existed for a long time. Cáceres 2031 understands that urban-rural dialogue is essential to building a sustainable future.
Well-being and accessibility
Well-being and accessibility, with care, inclusion, and accessibility at the heart of cultural life.

A collaborative project
Europe’s challenges are also ours, and across these three axes we seek for culture to serve in addressing the fragility and neglect of the rural world, the flight of young people to cities. We seek creative solutions to the social and digital divide and to the climate emergency. We propose ideas for building peace, the founding idea of the European Union.
From Cáceres 2031, our response to these challenges is transculture. The concept of transculture is not an abstraction, but a reality that has already begun to materialize in concrete actions that demonstrate its transformative capacity.
